I had a dog that did something similar. One day I was playing with her and coaxed her to tip her head back for some reason I don't remember. I made a fuss over it.
She tried it again later and got a reaction. So she figured it was a good way to get attention.
Thereafter, she would quietly sit down in front of someone -- facing away from them. Then she would tip her head up and back far enough to peer at the person with her eyes. This invariably provoked laughter or at least a smile because it did look funny and quirky. And she would do it to complete strangers because it worked particularly well on them.
