Whenever I try to get back into exercising, I start with a Couch to 5K running program. It alternates short bursts of running with walking, and steadily builds up until you're running 3 miles (5K) without walking. But if you're having trouble with soreness from arthritis, it might be a good idea to start with something low impact, like biking or swimming. I second the suggestion on physical therapy.
