continuous tones are called tinnitus. An inner ear problem that can sometimes be perceived as inside ones head.
my suggestion is contact your medical doctor who can check to see if you have any ear infections or other ear problems and can refer you to an ENT (ear nose throat doctor) and an audiologist (ear doctor that does tests to find out if you have a hearing problem or if there are other ear problems)
dehydration/ not getting enough fluids can also cause this in me. your medical doctor can do a blood test to see if you are getting enough fluids and other nutrients to prevent this also.
