The doctor after all is only holding onto their job but He knows at least 50% of his patients could be helped that same day. But he died. Those voices screaming in his head and the cruel body dislocations have become why he is so prestigious and important. He insists on specialty treatment as it has become such an important part of his job- he knows the terrible outcome of his treatment.

On the other hand. The executive. The mad person is a commodity. The pain and uncertain future is a bag of goodies. The bloodied walls can easily be painted over and the the six nurses to administer etc is a smart enough operation to invest heavily in expanding MH treatment for what it has become.
