You can't spot reduce. If your belly is the last spot to lose fat, then you have to lose it all the other places first. I wouldn't go by what other people say. I was 50 to 75 pounds heavier than I am now for years, so when I lost to about 20 pounds below that people told me I looked skinny even though I was still overweight by a fair amount. BMI isn't perfect, but reasonably accurate for most of us that aren't elite athletes. Check where you are relative to that. I hope I am coming across as helpful; it is not my intent to make you feel bad, but at a healthy weigh most people don't have an inordinate amount of fat anywhere.
