I don't really know the answer to this. I deleted a previous account a few years ago myself. But I don't recall how it was done at the time. The way I read the FAQ it appears you just send a personal message to "Any Administrator" (as opposed to one particular administrator... if that makes sense).
It does say that accounts are deleted in batches once per week. So it doesn't necessarily happen immediately.
