Billybob, I am so sorry to hear that she is refusing treatment. People in US cannot be forced into inpatient hospitalization unless they are deemed a risk to themselves or others.

Sometimes what happens is the person starts being psychotic and attracts attention and gets put in for 72 hour observation. Sometimes it takes more than one 3 day period to get to the point where the person is ordered for therapy.
