Is there a disorder causing these issues? Autism for example causes that and if it were that I'd say put it in the autism forum.

With me, it's the direct result of Childhood Emotional Neglect. I wasn't properly socialized. I was out around people, but the other kids were allowed to bully me without consequences, and we were always moving from place to place. I'm middle-aged now and have no idea how to deal with people. I'm not sure how to develop social skills would fall under the CEN forum either.

Sorry to hear that. I think you could try the CEN forum, as you probably aren't the only person who's been through CEN with this issue.

I'd wager it would fit wherever caused the difficulty with social skills. So for you, as Butterfly said, the CEN forum would be an option. For people who don't have something diagnosed or want a more general category then I'd say it fits perfectly in R&C because of the "C" part - communication.
