see that black arrow to the right and above the reply box click it will close the quick reply box for you. but you do it with every thread. there is no way that I can see to close it permanently.

my suggestion is just dont use it. it doesnt do anything either way to your page. (open or closed your window (google, edge or otherwise) for reading threads is the same size unless you change your browser zoom up or down. since you dont have to use it just dont scroll down that far thats what I do when I dont want to see that quick reply window.
