Does anyone know how to obtain an expert opinion on your diagnosis and the level of care you should be recieving? I was told you can ask your primary care physician for a referal.

Absolutely, you can be referred to a specialist by your primary doctor. And then, because medical opinions often differ, you can be referred to a different doctor or specialist. Very common. At least in the U.S. it's that way.
