Can anyone recommend a hospital or resource where there are intelligent helpful resourceful social workers, as oppose to those that just shove long lists of phone numbers at patients and ask you to take the remainder of your life, making calls like a wild goose chase?

The bureaucratic red tape you must be encountering sounds beyond frustrating. I do find navigating MH services beyond frustrating, myself. I hear you about "the lists" of handed out resources.

Sadly you really do have to be your own advocate.
It's long and frustrating but can really pay off... Took 3 years for me but I met with lots of t's until I got the right one
