She's crying in her room again. Was fine ten minutes ago. Probably working herself into a panic attack right now. My counselor says I need to help myself stop obsessing over her mood and what to do to help her but I don't know how. Nothing helps, not meds, not therapy, nothing. She's always depressed, its an unending hell. 13 years of this is too much, its just too much.

Here are links to 3 articles, from PC's archives, on the subject of self-care for depression caregivers & loving someone who has depression, just in case you haven't already seen them:

Is it possible for you to go away on a short vacation to have a break? Even maybe going for a walk outside?

I'm so sorry @BrightShadows. It's very hard to be around someone who is always depressed. Are you taking care of yourself? You might want to try a support group for caregivers.
