Believe what you want - the ones I know are working less and making more money and have fewer expenses by their own admission. It is how a lot of them operate in my area. Hire them or don't but hipaa etc is not what is costing any therapist money or keeping the experience the same for clients. They already did not deserve to get paid and now even less. It is like some giant welfare scheme for people who couldn't do anything else so they became therapists. I suppose it keeps them off the streets and gives clients something to do.
We will all just have to disagree (as usual).

Some of PC participants are therapists or in school to become therapists

So they only became therapists because they can’t do anything else and they don’t deserve to get paid at all. It keeps them off the streets though .
That’s nice
