I can read.

But when I read, I don't absorb.

I'm 3 weeks behind.

Suggestions?

The material is probably not interesting - forgive me if I'm wrong.

If I'm right though I suggest this: do a dopamine-fast. Don't use your phone or social media or watch TV or use anything electrical at all for a period of time you decide on. Your dopamine will build up, and at the same time you'll probably get bored. When that happens reading your study/work material will be more interesting and you'll remember it better.
