Not certain how to answer question two, as far as what it is. If altering your appearance physically, such as shaving off part of your hair leaves you uncomfortable, which is understandable, then it's for him to respect not for you to feel obliged to make such a concession. Yes, hair grows back, however, it's not immediately. That's unfair to you, no wonder you've felt depressed.

As long as both partners are okay with the fetish, it can bring pleasure to both.

The problem is that you've tried it 4 times and it makes you feel depressed. It's not fair for one person to ask another to be part of a fetish that makes them feel uncomfortable.

If his hair fetish is that part of your head be shaved, it means it excites him to see or feel or think about the shaved area or to shave it himself. It brings him pleasure and satisfaction and release. Fetishes can be very individual and if your culture values long hair on women, his fetish for liking a shaved area may mean it's related to feelings of power or control.

As long as you both agree, there's nothing wrong with it.

Perhaps you could both compromise. Would you feel depressed if you shaved off 1/2 inch of hair at the nape of your neck? It would be covered by the rest of your hair whenever you were in public and nobody would be able to see it. In private, you could lift your hair and he could see and touch the narrow strip of shaved hair.

But if even that would make you feel uncomfortable, it's okay for you to say no. If participating in his fetish in any way makes you feel uncomfortable, it's okay for you to say no and to not feel guilty about it. You experimented with his fetish 4 times. You showed respect and care for him. Now it's his turn to show respect and care for you.
